Why is PCCLD partnering with BoodleBox?
PCCLD believes that AI is becoming an increasingly important part of how people learn, work, and access information. As a public library, we want to provide opportunities for our community to explore these technologies in a trusted environment. We chose BoodleBox because it aligns with our commitment to privacy, responsible technology use, and equitable access to learning opportunities. The platform’s privacy-focused approach helps ensure that user content is protected and not used to train its own AI models.
PCCLD advances its mission to support lifelong learning of emerging technologies by offering responsible, ethical and effective integration of Artificial Intelligence (AI) literacy. As a leader in bridging the digital divide for Pueblo County residents, PCCLD advocates for literacy in its myriad forms, including AI literacy, as necessary for lifelong learning and skills building.
The essential human-in-the-Loop philosophy
Central to our initiative is the Human-in-the-Loop philosophy. We believe that AI should never replace human judgment, creativity, or accountability. This stance is prominent in our policy because technology should serve humanity, not the other way around.
Human oversight AI is a tool for augmentation, not a substitute for professional expertise or personal responsibility.
Critical verification Every output generated by an AI must be vetted by a human. We empower our community to be the final word, using AI to enhance their work while maintaining full control over the results.
Human accountability Our policy requires that humans remain responsible for the accuracy and ethical use of AI-assisted content. PCCLD provides AI literacy training to ensure that technology never replaces professional expertise or personal judgment.
Safety and productivity
We are committed to showing how AI can be done correctly, productively and safely. Our approach is governed by strict district policies that prioritize:
Intellectual freedom Ensuring patrons can explore new technologies without fear of surveillance or censorship.
Equity of access Providing the community with high-level tools that are often restricted to those who can afford them.
Information integrity and accuracy In alignment with our district policy, PCCLD ensures that all information, including content generated by AI, meets our rigorous standards of professional and human intervention. Because AI systems can produce errors, hallucinations or biased assumptions, the library serves as a vital center for verification.
Public access and recommendations
Patrons are free to access any AI platform(s) they choose through our library computers and internet-capable devices. While we do not dictate which systems the public should use, we strongly recommend BoodleBox for those seeking a secure and privacy-conscious experience. BoodleBox is our official platform because it aligns with our institutional requirements for safety and ethics:
Privacy-first Unlike public AI models, BoodleBox does not use your data to train its systems; your information stays yours.
Environmental responsibility We recognize that AI technology has a significant environmental footprint. BoodleBox utilizes proprietary technology that reduces the environmental impact and carbon footprint of AI interactions by up to 96 percent compared to direct model access. This makes it the most sustainable choice for our community.
Model choice By offering access to multiple AI models in one place — such as ChatGPT, Claude and Gemini — BoodleBox allows users to compare different perspectives, a core component of AI literacy.
Coach Mode BoodleBox includes a built-in “Coach Mode” that actively teaches users how to collaborate effectively with AI, explaining features and best practices in real time. Every interaction becomes a learning opportunity, transforming the platform into a tool for developing genuine AI literacy skills, not just completing tasks.

The Library as Guidepost:
Libraries, like the Pueblo City-County Library District, have always been the frontline institutions for literacy, ranging from traditional reading to digital navigation. Today, as Artificial Intelligence (AI) becomes an ever-present and pervasive force in our global information landscape, the library’s role is more critical than ever.
The question is no longer whether AI will influence our work and communities, but how we will engage with it responsibly, ethically and effectively. PCCLD is not an advocate for AI; rather, we are an advocate for information and AI literacy. We believe that AI literacy is necessary for modern skillsbuilding, while holding space for understanding, evaluation and responsible utilization of AI in an informed and empowered manner.

Internal launch and public vision
PCCLD is approaching AI with deliberate care and institutional oversight. We are currently in the first step of our implementation, which focuses on internal utilization and staff training. This phase allows our team to master these tools and develop the expertise necessary to guide the public. Looking ahead, we are preparing for a broader community launch, ensuring that our public-facing services are grounded in experience and safety.
