The Colorado Libraries for Early Literacy’s mission is “to strengthen children's literacy through library services and community advocacy, the Bell Awards recognizes picture books that provide excellent support of early literacy development in young children, serves as a collection development, program planning, and early literacy information resource for librarians, educators, and caregivers. It also provides recognition to authors, illustrators, and publishers.”
Each year a selection committee chooses five winners from suggested titles from members of the organization as well as from other organizations who promote and advocate for literacy. This includes libraries, teachers, parents and publishers.
